Thanks for your email. It's fantastic that you're writing. I looked over your synopsis, and while I think it sounds very cool, I'm afraid it doesn't sound right for my publishing list right now. I think your first instinct, to find an agent, is the right one, and so you might want to check out guides like LITERARY MARKETPLACE or CHILDREN'S WRITER'S AND ILLUSTRATOR'S MARKET to find an agent that would be right for you.

It sounds like a form rejection. IMO, it's stupid to mention these agency guides, because you're already sending your work to an agent. A lot of the sentences are stock sentences that many agents put in their form rejection letters. IMO, you should always assume it's a form rejection unless they mention specifics regarding your novel.
Try this, Google this letter to see if it brings up any results. If anyone else has this rejection letter posted on their website, forum, or blog, you'll know that it's a form rejection.
EDIT: OH, I just realized that you said "editor". I always assume "agent" when I see these things. Well, mentioning the agency guides doesn't sound so bad. But, I was thrown off by "I think your first instinct, to find an agent, is the right one.." That implies that you submitted to an agent, not an editor. CONFUSED!!! If you did mention in your query to the editor that you thought about getting an agent first, it might very well be a personalized rejection letter. THOUGH, I wouldn't recommend mentioning that in a query letter, lol. Have you had your query and manuscript critiqued by other serious writers?
